I much prefer removing the window to clean. I've found those window cleaning tools to be more gimmick than anything. A decent squeegee and applicator is your best option and a lintless towel for edges

Yes, remove them to clean them. If you live in the northern hemisphere, wait until Spring, because the windows sashes & sills will need cleaning, caulking & possibly painting.
