Hi lacy most paper floors are put down with mod podge, I would think a glow in the dark paint would work in the same application. I would try a corner with it first to see if the results are what you're looking for.
Lacy: that is a pretty big style and color commitment. Maybe you might want to consider doing a "rug" in that technique.
Most of the brown paper bag floors are laid down with white glue you can buy in the gallon...... that much mod podge would cost a fortune..... don't know what kind of paper your planning on using but make sure its thick enough to stand up to the wear and tear of daily use. I would then paint on the design, and then do quite a few coats of water-based poly to protect it.... like 5 to 10 coats applied with a roller on a long pole that will speed up the process.... allow each coat to dry throughly before doing the next.
Another alternative if it doesn't have to be the whole floor would be to do an oil cloth floor on canvas..... this is what was done before they had linoleum. https://www.youtube.com/watch?v=KKjBKjvPqKk

I've been contemplating doing the brown bag floors but don't want brown, so I'll be watching carefully to see if you post your project. Awesome idea and I hope it turns out just as you envision.
