You'll need lacquer remover and denatured alcohol to remove the old finish. Then sand until the finish is smooth. Here's a tutorial from Hunker that will take you through the steps. Wishing you the best.

If you totally want to refinish, then you will want to strip it all. Then sand. Start with sanding with120 and work up to 220. Then you will be able to paint or stain as you wish.

Clean and remove lacquer with mineral spirits. Scrape away with a plastic scrape as not to damage the wood.
Then lightly sand with either fine steel wool or sand paper, depending on how much of the color you need to remove. If you are staining darker or same, steel wool works fine.
Clean with denatured alcohol.
Now you are ready to stain and seal.
I love to use chalk paint because no sanding is needed

A lot of folks like Citra Strip for removing paint/laquer more gently. I would definitely recommend stripping it in some way then you can refinish any way you like!
You can either use a primer to go over it with multiple coats in preparation for painting or strip it off.
