Hi Sue,
Take a look at this link, especially #3, it should clear things up for you:

The absorbency of different tea towels varies according to the particular fabric content, and how much sizing is still in the fibres. Sizing is a resinous solution applied to new fabric to give it body, and make it easier to cut and sew. It should wash out eventually with regular laundering.
Hi Sue, I don't think you should use a fabric softener, same with drying bath towels. It makes them less absorbent.
Might this help?

Try giving your towels a baking soda boost, which is also known to enhance absorbency. This can be accomplished by filling your machine with warm water for colors and hot for whites. Add a cup of white vinegar and avoid any laundry detergent or softener. Once the rinse cycle completes, keep the towels in the machine.

Hi Sue, fabric softener is probably not the best for tea towels. Here's a great article from wikihow that will show you how to make your tea towels absorbent again - https://www.wikihow.com/Make-New-Towels-More-Absorbent
I have the same issue, I buy the mini towels and they work great.
Fabric softener interferes with the absorbency. Try stripping old softener by letting it soak in white cleaning vinegar then wash in Borax or a "free & clear" detergent. You might want to wash twice. Then dry.
Polyester tea towels will never absorb, because they are essentially plastic. My Dollar Tree has mostly polyester ones.
100% Cotton ones will absorb.
Borax should work well.
