Hello Marina! If you are going to paint your floor it will depend on what your floor is made from, the finish that is already on your floor, and what you might have to do to prep your floor before painting. You may or may not have to sand first. What kind of floor are you planning to paint?

It depends on the flooring and if/how it is sealed. This is a large project so I would take every precaution to make sure it is done right. The last thin you want is a do over. At the least, I would scuff with fine steel wool to give the primer & paint extra gripping power. Clean afterwards with denatured alcohol. You could also use TSP.
