Plain concrete will not hold up. You need to use a latex modified cement or latex modified floor leveling compound.

Are you looking to put a concrete counter over tile. If so I would remove the tile as it can crack from the weight on the concrete.
I agree with the first comment, plain concrete will almost certain end up breaking at some point. A latex based pour though (like a floor leveling compound) will probably work just fine and hold up over time.
Not without some prep work first! Are you doing concrete over tiles on a floor or a counter top?

If you are talking flooring, No. Wall tile yes you can cover with concrete if it is a natural stone of clay. If it is porcelain then no you will not be able to stick the concrete to it. There is one get around. It is called Eco-Prim. It creates a bond on ceramic tile then enables you to put tile OVER tile so you should be able to skim coat ceramic tile with concrete with this product.
