Hello I’ve seen rugs made out of braided T-shirts -later the braided ropes are coil together. It is often hot glue together on the underside.
I have also seen another way that the T-shirt strips are tied and knotted to a mesh sort of like the plastic mesh you use for anti-slipping under other rugs. This makes a deep pile shaggy rug.
These type of rugs can be bulky and lumpy. Be sure it’s not a tripping or safety hazard.

Hello Jo,
Use sacking for base and cut T shirts into lengths of 3" and use a rug hook. You can draw a design on the sacking if you want to follow a design. Join them up and knit or crochet them in to a rug. Enjoy the challenge.

Get the rug liner that goes under a rug it has holes in it then you would feed the strips through the holes tie and keep going
