Something is eating the leaves of my cannas. Had canna in my yard NEVER had a problem. Looks like they start at the new leaves
I would cover them with netting or surround them with chicken wire until they are a bit bigger.

You've gotten some good advice here. You might also be able to put a little fence or tomato cage around them until they're bigger.
If only the tops are being eaten, I'd suspect something like woodchucks, rabbits or deer, are they a possibility? They are usually interested in the young and tender plants, with the exception of deer, they are not as selective. I would suggest a cage with wire around the plants, something strong like chicken wire. Or consider raised bed gardening to eliminate the ground level creatures.
