I would cut wood to go around the perimeter of the seat, line it with landscape fabric/plastic, and plant my flowers there.
I’d get a plastic pot a bit smaller than the seat. Then cut the same size hole out of the seat and put the pot in it. Maybe put something under the pot to take the pressure off the seat. Plant the pot and enjoy!

You could cut a hole in the seat and put a plant there. Additionally, small pots could be hung on the back like you can do on a fence.

I think the best way to do this is to cut a hole on the seat to allow a pot to fit. But you could also cut a larger hole, and put chicken wired on the bottom in a basket shape, and line it with moss, then add some soil and plant your flowers.
This chair would make a beautiful planter! I agree with cutting a hole in the bottom for a planter, However you might want to use a couple weight bearing wood or iron to hold the pot. Now…I would think a petite vine added to your pot of flower choices would be so pretty vining up the wood back of your chair. I did something similar and just planted a big hosts in the seat pot and planted a hummingbird vine on the backside of the pot. It was beautiful! My hummers loved it! I later put a couple worn sticks in the pot and hung a hummer swing. So pretty!
