Here are a couple of things to try:
Soap Spray – Mix ½ teaspoon mild dish soap and 1 teaspoon cooking oil in a 1-quart sprayer filled with water. Spray liberally over entire plant. Bring in Ladybugs – To keep aphids in check, release ladybugs on the affected plant. They will stay as long as there is shelter and host bugs to feed on.
It might be caterpillars or a type of bee. Use a dish soap spray like 1/2 teaspoon of dish soap and 1 tsp oil mixed in a quart spray of water. Spray that on to keep bugs under control.
I am having a problem with my rose bush this year as well. I need to get this.... to help it flourish....a rose bush fertilizer. You can get them at Home Depot or Lowes.
1 tablespoon of Epsom salts mixed with 1 gallon of water...use as a spray. This also helps the rose bush flourish. I remember hearing that slugs and caterpillars don't like Epsom salts so this might be a great fix for both.
Also deer like roses. Make sure you spray some liquid fence on the bush as well to keep them from eating it. Good luck!

Back when I used chemicals in my garden I found the best was the systemic for roses. Granules that's mixed in the top of the dirt , then watered in. The systemic is taken up into the rose and what ever bites the rose dies.
