The best paint, in my opinion, for concrete is concrete paint. One I have personally used is Kilz Porch and Patio Paint. I bought mine online after I couldn't find it locally. I found it easy to apply and use. It has held up well, too. Your surface will need to be clean (think power washer) and completely dry. Check the label of the paint you decide on for any additional steps they recommend. You will want to stay off of it for the time recommended by the paint company after painting. Before you can apply a concrete paint, clean it with degreasers to get rid of any oil or grease stains, followed by muriatic acid to remove any curing chemicals on the concrete's surface. (Muriatic acid is extremely dangerous if inhaled, and prolonged exposure can cause circulatory failure. Use caution and read all instructions before working with muriatic acid.) Seal the concrete with a primer-sealer product to prevent it from moisture retention before applying a concrete paint.

We power washed with an etching concrete cleaner and rinsed. Once it dried, we used a roller extension and painted with a concrete floor paint the hardware store sells paint specifically formulated for concrete floors.

Use an etching and cleaner product and you should be ready. If it is already painted, remove any loose paint and scrape. Make sure it is dry.

Hell Jim,
Wash down the porch with soapy water, then rinse. Let dry thoroughly. fill any damage and rub down when dry. Undercoat with masonry undercoat and then when dry paint with topcoat masonry paint. I always pay a little extra for the one with a sealer in that means it will keep fresher longer..
If you concrete has not been painted before, consider using solid masonry stain instead of paint. The stain will soak into the concrete and will not peel off as paint will. We stain our brick house, a retaining wall, and a sidewalk 10 years ago. They still look like new. We used Sherwin Williams stain.
