12” Square concrete pavers, on a bed of compacted sand. They’re cheap and they come in 4 colors.
You could put Visqueen underneath to keep the weeds from growing up through the cracks,
and/or you could put landscaping edging to keep them from shifting around if they’re going to sit up high on top of the dirt/sand.
I agree with the above but you could also consider "walkable ground cover" - either on its own or between pavers.

I definitely agree on the paver idea! They're inexpensive, look nice and easy to install!
I think pavers would be great too!
In addition to some pavers, would you consider some perennial herbs such as creeping thyme, sages, rosemary, lavender? All withstand dry conditions and are easily contained. These could border one or both sides of your pavers, and add nice scents as you walk the steps to your deck.
Pea Gravel would be easy. Put down landscape fabric first so weeds won't grow through.
I really appreciate all these helpful hints. I will research all these ideas and decide which one will work for me.
Some pavers would be good. Anything loose like gravel or wood chips could be a danger.
Hello. I would consider pavers. Larger the pavers probably be easier the job if they’re not too heavy for you we use smaller ones and seal them with polymetric sand.
First, you need to put some pavers or concrete under the bottom stair. Direct wood contact to ground is never a good idea
Here is a link to stepables, they tolerate foot traffic:

I would also put pavers or concrete under the bottom step.
Pavers but they are heavy. Pea gravel would allow for drainage and you can even seal it sort of to keep it in place or use grids under the gravel for the same effect.
