I would fix the concrete and then try to stencil/stain it into a fascinating pattern.
Hard to tell from that picture but are you concerned about the cuts made in the cement or something else? Looks like someone attempted to fill in some of the stress cuts. They are there to stop any possible cracking and are needed.
I would patch the cracks and resurface the whole thing. Power wash it first. I use Quikrete products for a project like yours. Good luck and stay safe!

Im my situation all the patching products by Quikcrete made the situation look worse. I cannot recommendation any of the handful nof patch products that I have tried. The epoxy fill in particular turned yellow!
And this is not an easy job. It is very labor intensive. I would try the crack filler. and if it did not work I would call a concrete company to see how much they would charge for stamped concrete.

I would put pavers over the whole thing, after any seriously uneven areas are addressed.
The pavers will be “forgiving.”
