You can totally paint it. I would give it a coat of primer first and a sealer.
Clean it well, prime, and paint it.
Clean, prime, paint. OR use one of the new contact papers or self stick wallpapers for a totally different look! Good luck and stay safe!
Hello. Clean cart. I would suggest looking at any edges splits chips and filling them with wood filler or caulk if needed. Sometimes imperfections will show up more with the paint. Use a good primer. Then paint. Additionally- if desired you could tile the top.
Hi Steffie. Fill a bucket with warm water and a squirt of Dawn dish soap. If there's any dirt or grime, the Dawn will take care of it. Clean the cart with this solution. Then comes primer and then paint. Steffie, some paints have primer in them so read the cans before you buy. Good luck with this project.

Scuff with steel wool, clean with denatured alcohol, then you are ready to prime and paint. I did that to some night stands that had particle board tops. They've held up well for 4 years now.
It would be the same process as any other furniture repaint job.

I'd use spray paint!
you could use contact paper to give it a new look or even the peel and stick looking tiles
No, it is not sandable & scuffable, because the raw particle board will soak up paints like a sponge and then Mushroom. Game over.
Yes, contract paper.
Yes, try sealing the flaws with an oil based sealer.
Use a good stainblocking sealer first and that will give your piece some "tooth" for the color paint you select to stick. I've painted some inexpensive pieces in this way the same color as my walls and no one really notices that the piece is an inexpenisve piece.
