Hello. This is a very frustrating situation, I agree.
I have a horrible problem with mini nylon polyester garden flags too. They fade in less than a season.
I understand they have some spray on sealer’s that might have some UV protection but I don’t know how well they would last with severe sun exposure. A phone call to your favorite spray paint company might offer the best solution from the experts if any type of enamel sealer might help prevent fading— once the projects repainted

You could try lacquer spray sealant after you paint. The sun, and rain is making them fade
Did you seal the paint with any type of exterior poly or varnish.
Try a UV sealant
It's probably not fading, but is coming from the terra cotta. It's salts coming out of the terra cotta, like you see on brick walls sometimes. You can seal it in with Kilz before painting it.
I’ve had good luck using an outdoor primer first, as it creates a rougher surface for the paint to grab on to. Let it dry completely then paint. After you get the coverage you want & it’s completely dry, use an outdoor waterproof sun proof sealant. My problem is I always get ahead of myself & try to finish these quick chores too quickly & then have to repaint the following year.
Re-paint the pots and then seal with an outdoor/waterproof sealant.
Seal with KILS and then use an exterior paint with UV protection.
Seal it with a spray acrylic sealer. Make sure it is one that dries clear.
I'd spray it with THIS clear UV spray from Amazon.
Sealer for sure will help to keep paint longer. Did you paint them with tinted primer?
Sun shine can fade red easily. The sealer suggestions sound good to me.
Spray or paint with varnish then scotch gard it that will help keep it like new
