Rent a dethatcher. Your dirt is covered with years of dead grass and the soil is blocked by their roots. Dethatch, weed & feed and water well.
Is weed n feed a product or do you mean get rid of weeds, seed and water?

You could remove the old with a Turf Stripper machine,(You can hire one). Then relay new turf once raked the soil level and rolled it smooth. Enjoy the process or have you thought to use artificial grass, stays green and little or no maintenance.

If you know someone with golf cleat shoes, borrow them and walk around your grass to dethatch it. Once you dethatch the grass, it will give the grass room to grow. Or use a metal rake and try to rake up as much of the "Hay" that you can. Water well with a good fertilizer
not sure what you want to use the area for. If the grass is dead and beyond repair and you don't have the funds to hire a landscaper to put down new sod ... Start all over. Cover the area in newspaper (2 or 3 layers) or cardboard (use those Amazon boxes everyone hates). Put down new dirt. Seed and cover with straw then keep watering for a few days. New growth pops up quick. Be sure not to cut lawn with mower at too low a setting or sun will scorch it dead again.
Why not go with a ground cover to replace the grass and that withstands foot traffic?
