You could paint it glue a skirt if you want maybe get some sturdy boxes and add a back to organize and stack on top for organization.
You can paint it. Clean and scrape if it is painted. If it has rust, you will need to sand that out. Then clean again. I like to scuff with fine steel wool and wipe down with denatured alcohol. RustOleum spray paint would work well.

Rustoleum spray paint is perfect for metal! I love some of the new finishes. Have you seen black stainless steel?? It is beautiful. Dark charcoal finish with highlights of silver! It's really pretty....can't always find it everywhere so you will have to look for it!
You could paint it in a color that makes you happy. You can mask off diffeent areas to do a color-block look. You could combine paint on portions of the desk and then decoupage designs on other portions. You could also have a glass cut to add to the top and place a map, pictures, or whatever pleases you beneath the glass. That could be changed out as you wish. I'd suggest spray paint; several light coats will lgive you a nice professional finish without runs or brush marks from using a brush. There are many, many colors and textured spray paints available if you look at a big box home improvement store. If you want patterns, you can apply thin fabric to the metal as well. Think outside the box and create a real conversation piece OR paint it the same color as your walls so it blends in....your choice! Maybe this will inspire.....

Paint always works :) I would use rustoleum or at least and oil based paint specific for metal.

Something less permanent than paint you can use is contact paper! It comes in a variety of patterns and colours and can be a quick and easy way to give the desk a new look.
Are you looking to change its color? Spray paint works well for that.
