Hi Maureen, I would scrape them with a steel brush to totally remove any paint or rust that might be peeling etc. And then a good metal paint like Rustoleum is what I would use.
Pressure washing will remove any easy peeling paint. If it still needs scraping afterwards, then get an attachment for your drill that is a wire brush. Then wipe down and clean. Then you will be ready to prime, if needed, and paint. I like RustOleum for metal. I would probably choose spray paint for railing if it's not too much of an overspray issue.

Hi Maureen, if your railing are outside, be sure to use a paint like rustoleum so that you don't get any rust. Brush off any rust with a wire brush and then paint away.
Clean off any rust. Rustoleum makes either a spray paint or a brush on paint.

Hi Maureen. You want to start with a clean surface. So you need to remove rust or peeling paint. You can use a wire brush to work with. Or you could sand the railing too. Next wash railing. You can make a bucket of warm water with a squirt of Dawn dish soap in it. Once the railing is clean, rinse with your garden hose. Then it's time to prime and paint. Rustoleum has a line of spray paint made especially for metal. And some with primer built in. I think that's the best product for this job. Good luck Maureen. I wish you well.

Us something like Rust-Olem or Hamerite (sorry about spelling) for metal. You can buy Spray or paint. Takes time but worth it.
Rustoleum is definitely the way to go. I would even finish it off with an outdoor clear spray sealer that will stop rust because it will be outside. Here is a link of a sealer I would use on top of the spray paint:

I have metal railing going upstairs in my small apartment and I want to paint it because I’ve noticed a few nicks , it’s not rusty at all cause it’s inside but can I just use regular paint on it ??
Just use outdoor paint for metal. They can help you find the right formula at the hardware store.
