Yes, you can! I would use concrete paint. Try Sherwin Williams. Try using the paint that we used to paint our concrete patio. This paint was amazing:

We spray painted ours with paint we would have used for any other area. Ours is true stucco on the exterior so we used exterior house paint.
If you have it on the interior, you could use a rough texture roller. Make sure you run a lint roller over it before using because that nap is notorious for leaving bits of lint.

You can certainly paint stucco, I would try to find a way to use a paint sprayer on it. Brushing and rolling would take a lot longer because of all the uneven texture.

Agreed on renting a power washer and a paint sprayer if its on the outside of your house - that would give you the absolute best possible results. Depending on the age of the stucco and how BIG of a color change you're going for you may want to use a primer. Look for exterior primers and consider masonry paint for the longest lasting finish.
