Hi Terry here are several different plans: https://www.wcmanet.org/how-to-make-window-shutter/ Have you considered checking out your local salvage yard? Sometimes you can get shutters very inexpensively at a place like that.
I have a friend who does the type of shutter that is 3 boards (1x4?) vertical with 2 boards horizontal to tie them together. He then decorates to look like snowmen or paints Christmas trees or pumpkins. Pretty much just limited by your imagination. Here are some he did before he started building his own. I think he got these at a salvage yard.
I've seen wooden letters attached, bows, and greenery.
