I used hot glue on my suitcase it worked great. If you want the entire surface stuck down you can use Crafter pick t"he ultimate" this will stick it down without soaking the fabric.
I think hot glue would work well.
PHello small or larger fabric pieces? I have used iron on Wonder Under for tablet sized paper and larger( fabric covered photo albums) and squeeze glue adhesive like fabric tac for smaller. Some fabric adhesive is labeled flexible if that required.

I love E6000 and have also had good luck with gorilla glue.
For the large area use 3M super 77 spray adhesive. For a temporary adhesion spray the cardboard only. For a permanent adhesion spray the cardboard and fabric.

Elmer's white school glue. Just thin it a bit with some water, and paint it on evenly with a wide paint brush. Immediately adhere the fabric. Let it dry overnight. You can use wooden clothespins to hold any spots together.
