First, you will want to clean it with an etching cleaner so that whatever you put down will adhere.
Next, go to a free standing paint store rather than the paint section of a big box store. I would recommend Sherwin Williams. Go over your specific issues and they will help you choose the best product and application tools.
Finally, make sure to seal it.
I would consider stain over painting the floors. Stain will not show the wear and tear and flake like paint will. If stain isn't an option, you might want to go with a garage floor painting epoxy kit. Just don't use the flakes so it doesn't look like an industrial garage floor, unless you like that look - then design based on an industrial motif.
You could use a garage paint and seal kit. This is a how to video: https://youtu.be/SMMf1kcqr7M

You need a durable paint - check with good paint store. We removed carpets in our family room that was concrete. I sprayed on Thompson's water seal, and then we installed a floating bamboo floor (over floating floor foam).

Hi! Use a floor paint intended for concrete. Scrub it clean first. Follow the manufacturer instructions for best results. Good luck and stay safe!
So we did this with our cement patio and it held up great. Inside I suspect your results will only be better. We used Benjamin Moore floor and wall paint.
