Due to the raw texture of the threads and the loose weave, it is impossible to cut burlap so that it does not ravel. There are some things that you can do to the burlap before it is cut however that will help reduce the amount off fraying that occurs once it is cut.
These include binding or taping the edges of the portion that is to be cut.
After it is cut, one way of reducing the amount of fraying is to place a strip of transparent interfacing under the cut edge, then serge or zig zag through all layers binding them together. Fray check can then be applied to the trimmed or serged raw edge of this double thickness binding.
What is your project, and how is the burlap going to be used after it is cut? Please tell us a little more about your project so that we can try to offer you some suggestions on what may help to reduce the fraying. Posting a picture of what you are making would also help.
You can use Modge Podge to prevent it raveling...or unraveling. Apply, dry, and cut.
Hi Shirley, unfortunately it is very difficult to get burlap to stop unravelling. Michaels does have rolls of burlap that has a backing on it (looks a little like glue all over the back) and the weave is tighter. With the combo of the tighter weave and the backing I have found that it doesn't unravel like regular burlap.
Hello Shirley, as others have indicated, burlap is going to ravel unless you serge it or zigzag stitch it, or sew a bit away from the edge. If you can let us know what your project is, we might be able to provide some better advice.
Cut it and then run a straight or zigzag stitch along the edges.

You’ll have to either run it through a sewing machine or lay tape across it.
Hi Shirley. If you apply masking tape at the edges of the burlap, on both sides, it won't unravel when you cut it.

Sharp Shears and then Blanket Stitch the edge or run a clear glue on the back side of work. Best wishes.
My favorite product is fray check. It's clear and will stiffen material slightly but will stop ravelling.
