you will need to either use a primer first or a paint with a primer in it but the edges of the wallpaper can still usually be seen even in the best of paint jobs

It is always difficult, and sometimes impossible, to remove painted-over wallpaper without damaging the walls.
Always best to remove it. Always a chance it can bubble, or separate off the wall and seams can show. If the wallpaper was hung on walls that weren't primed or "sized" then is alright to paint
Hi! It is always better to remove it. My sister once painted over her hallway wallpaper and it started peeling of the walls. Unfortunately, I have also had the miserable experience of removing painted over wallpaper and I wouldn't wish it on anyone. Rent, buy or borrow a wallpaper steamer and you will have a much better outcome. Stay safe!

How to Paint Over Wallpaper
We've done it. Our house is very old and the paper was paper. Just make sure the seams are really glued down and visit the paint store before you start. They may give you something to prep the walls with first, like a good primer. Also, if it's in a bathroom, I wouldn't chance it, but in bedrooms we haven't had a problem and you can't see the seams at all.
We've done both. If you do paint over it, you need to make sure all the seams are really secure and you might want to prime over it as well. I would ask at a paint store, that's where we start!
It's all about the prep. Use a high quality primer and make sure it is not peeling and the corners are secure. Good luck!

I would remove. It’s not difficult. Use a small hand held steamer or mix fabric softener with warm water 50/50 to help loosen. Peel and scrape. Then wash with soapy water. I just did this in. 14x14 room. It took 3 evenings after work, probably 12 hours total.
You should always remove wallpaper first. Painting over it could cause it to bubble, peel, or crack and you’ve then created three times the work for yourself.
You can paint straight over it no problem.
