Hi Linda! Try mixing some Dawn dish soap with the vinegar. It's a degreaser and may be the little extra you need to cut through it.

Vegetable or Olive OilAlternatively, you could also use a little vegetable oil to loosen up those stubborn stains. After you wash away as much of the stain as possible, pour a small drizzle of olive oil or vegetable oil across your cook top. Massage it into the affected areas and let it soak for a few minutes. The oily texture should help to loosen the grip that the grease has on your cooktop.
Spray the entire cook top down with your favorite all-purpose cleaner or some white vinegar. Wipe it until your damp rag removes all of the oil from the cooktop and shines like new again.

Hi Linda, I use a razor blade to scrape the lumpy stuff off , angle it while scraping, then use baking soda and water to scour the section. Repeat until clean. I also found this

The secret is in leaving it as long as you can soaking in water and clothes washing powder(Biological) and repeating it until it is soft enough to get off. Or use Oven Cleaner as per directions. Good wishes.
