Hi! I'm having trouble picturing your countertop. Would you be able to attach a picture? It might help!
It would have to be smooth for contact paper to work.
It is unlikely that contact paper will stay adhered properly for any length of time on a countertop surface that is uneven in height.
The contact paper will not look right unless it is put on a flat surface. Attach a photo so we can see what you are talking about. We may come up with another solution.

I just put contact paper down in a drawer. I think that it would be tough on an uneven surface. https://www.exquisitelyunremarkable.com/2021/01/how-to-apply-contact-paper-perfect-results.html
Hello Linda,
You would need to either Strip the whole lot off until you get a smooth level top, or cover the lot with a new top. Best of luck!
