This is a big project. You will need to get permits and check building codes. If you aren't highly confident on DIY and passing the tests that may be required, you will probably want to hire this done. You could have only the framing and wiring done by a contractor and then DIY the finishing.

Enquire from your Local Planning and Building Department for Permission and help regarding this before starting the work, as you don't want to fall fail of Regulations and Laws that may be applicable where you live!
First you need to find out what requires a permit in your area. Where I live you need to give the planning commission a drawing of the intended addition. Also you need to see what your home insurance requires or prohibits.

This is no simple task. You’ll need an architect, a structural engineer, inspections, follow code requirements, need permits, plan approvals, and a solid understanding of residential construction for this. Ideally this is a professional project.
Hi Carl, as all have mentioned, you will need permits for expansion, and consultation from a n Engineer unless you are one, large job but very doable for sure, hope this helps you out
