See if you can locate the source of the air leaks to begin with. If the draft is coming in from under the door, a door snake will help that, also check out to see if there is weatherstripping around the doors and windows.
A large area rug will also help if the drafts are coming between floors.
Also check the caulking around the windows and replace if needed. Another smaller place to look is at the electrical outlets, especially if they are located on the outside walls, get some insulation in there, they have kits at DIY stores just for them.
Check the doors for air leaks. The weather-stripping may be old and need replacing. Or add door sweeps to the bottom of the doors.
You can purchase weather stipping at Lowes , Home Depot etc. You can roll up a towel and place it by your doors or buy door sweeps. I totally agree with Redcatrec about checking the electrical boxes. I bought some foam insulation for my electrical boxes that are on the outside walls. You can get these at Lowes and HD as well and are extremely cheap. The last place I had to insulate was in my laundry room. The water heater pipes needed to be insulated and I make sure the dryer vent is cleaned out so that drafts do not come in that way.
Hi! Caulk along your baseboards will make a huge difference if that's where it's coming in. Check your outlets, too. There are inexpensive foam inserts that can be used to insulate those. Good luck and stay safe!
Take a stick of incense and light it, then hold it under the doors or around the doors and windows to find where you have air leakage. Then get a can of Door & Window spray foam insulation for the sides of doors and windows to stop it. For the bottom of the door you can get or make a fabric tube to hang at the bottom of the door but when its closed prevents air blowing in under the door.

Line the floor with newspaper then underlay and then carpet. that should do it.
Rugs would be your easiest solution.
