With good prep - scraping any loose paint, cleaning, etc you should be successful. Here's a link:

You can buy a paint specially for cement, but there is preparation work involved.
Hi! A good prep of cleaning and then using a quality concrete paint should give you the results you want. Be sure to follow the paint instructions. Good luck and stay safe!
Hello. Is there a moisture problem in your basement? I know our garage has one.
Is the floor painted now? More information might be helpful. A primer might be suggested depending on your present conditions.
After a cleaning prep a good quality paint is suggested.
My contractor used this for our laundry room floor. Its been down more than 5 years.

You could stain it instead so it wonโt peel: https://www.lowes.com/n/how-to/stain-interior-concrete-floor
Youโll need to seal the floor really well first before you paint it in order for the paint to stick. Ultimately paint wears so it wonโt be a permanent fix. Discuss the concrete situation with a paint store expert to find what products would be best.
It will need to be etched first then painted with a concrete flooring specific paint. If at all possible, consider going with a stain rather than paint since you are concerned about peeling.
Thank You
You can use concrete paint
Hi Susan, you will need to properly prep the concrete to receive the paint.
