Mix a solution of one part dish soap, like Dawn Ultra Dishwashing Liquid Dish Soap ($2, amazon.com), to one part warm water. Sponge the stain with the detergent solution, tamping it vigorously. Rinse and repeat this process until no more paint is removed.
Take Chloe's formula after using a small plastic scraper to chip off any dried paint.
After scraping off as much as you can I would try scrubbing the area with hot water and dish soap.

Do you live where it is very cold in the winter? If so, I would suggest you put the coat outside for a little while. If the paint layer is thin enough, it may crack into pieces due to the cold, then flake off.

Also, a lot of nail polish removers contain oils and coloring that can stain clothes. It can also remove the color from certain fabrics.
Have you tried freezing it and chipping it off or polish remover on a qtip
