If you can, plant a hedge or put up a fence or bamboo screen.
Grab some large pots and plant vining plants with a trellis included in the pot. Clematis is a great fast-growing vine and there's a variety of color flowers to choose from.

Is it your property or rental? You can cement posts in the ground if it is yours. Add boards to them with spacing in between. Finish with pots with climbing vines. I hate to say use lattice panels because they always look cheap to me unless you are lucky enough to find the lattice that is vertical and horizontal instead of the lattice on the diagonal like Home Depot sells.
You can buy a fence screen, use some tall potted plants/trees to help hide the view.

Are you looking to hide the view while you are inside or while you are outside? If it is a rental, you can look into building a frame of sorts from 1x2 that can be wedged into floor to ceiling. That frame can then have anything from a fine screen to sheer curtains to drop cloths to bamboo shades. Screens and sheers can have a mural painted which would still give you a certain amount of air flow with gentle visual distraction. Drop cloths and bamboo shades would limit your view and your breeze.

Hi Jill, pick up the faux plant fence, etc from Walmart or other retailer, and attach it to the rails, it will look much cleaner
