I made one for a client's tiny kitchen using one of those 1-2 wooden shelf units with the peg holders on the bottom. Hung it at the end of the counter just low enough the coffee pot fit underneath with 6" to spare. Put all the coffees, creamers, sugar and stuff on the shelves in mason jars, and then hung the coffee cups on the pegs. I get those wooden kitchen shelves at the Goodwill, as I have a large collection of teas, teapots etc. in my kitchen.
I have also made bars from those 50s rolling metal carts that I find at thrift stores/garage sales also.

on top of a small chest of drawers, that I painted.
There are lots of ways to do this. Do you have an area for it already or will you need to create one? Do you want a counter space or a separate cabinet? How much space is available? Is an outlet readily available?
Hi! I used a metal cart I already had to set mine up. It's previous life had been craft storage. I located it near an outlet, placed a tray I already had for the coffee maker to sit on. It's a fairly small cart so I have cups on a tray on the peninsula it sits next to it. A slightly larger surface or something to hang the cups from would be needed if the location hadn't worked so well. Look at what you already have and try repurchasing. Have fun and good luck!
