A very thin wire or strand of wire to fit in the holes to clear them.
Get a paper clip and open it and put it in the hole and move around grease has gone in the hole
I agree - wire or paper clip to go into the flame holes and break away and burned on goo.
If it is a gas burner from a BBQ, then remove it, clean with a wire brush, then tip cleaners on each hole. It takes a while but is easy.

I always take the butt end of dinner knife, and tap around the burner with it on low, and the carbon dislodges and burns off. But if its trully clogged, I would get one of those fine brass brushes about the size of a large toothbrush in the painting section of True Value Hardware store or any home store paint dept should have them.
The spiders go inside and lay eggs you need a coat hanger of wire open it and spit it in the hole move around pull it out get all that out
