Spray them with white vinegar. Let it sit and then scrub with a soft brush.

White cleaning vinegar will kill the mold spores. Once that is done, you can try a few different things to remove stains. Hydrogen peroxide with blue Dawn should take care of it but may have a bleaching effect. You can try the slow "wet & forget outdoor" to remove staining. Pressure washing or scrub with a clay based cleaner.
Spritz white vinegar in a spray bottle onto the chairs then scrub with a sponge. Next make a mixture of hot water, blue dawn dish soap, 1T baking soda and 1 T lemon juice and wash the chairs. rinse well when done and let dry.

for fabric beach chairs n a gallon of tepid to hot water, mix a few dribs of mild liquid detergent, 1 tablespoon of lemon juice and 1 tablespoon of baking soda. Wash the chairs with this solution and rinse right after.
A mild bleach solution removes stubborn mildew from outdoor furniture fabrics. Mix 1 tablespoon of bleach into a pint of warm water in a bucket. Dip a sponge into the solution and soak the mildewed areas, leaving the furniture to sit in the sun on a nonhumid day for 15 minutes.
Use a mild bleech and water in a spray bottle. Scrub and rinse well
