You would need to remove the cover over the weights and ropes and check them out. then when running smoothly, replace the covers.
It depends on the type of window. If they are old windows weights and ropes are the issue. If they are replacement windows, there are balances in the sides. Here's a link:

Hi Ted, hope this helps, A falling double hung window means that your balance shoe is a sign of a broken, unbalanced, or missing balance shoe. To get your double hung window to stay open, you will need to check the tilt pin, make sure that it fits in the shoe, check the shoe's position, unlock it, and then screw it closed.

You could try a spray silicone sold at Home Depot.you spray the tr is and it will slide better just do a little T a time

thing.! Make sure they aren't warped if you struggle to open them. We had several windows replaced last year because they were losing their seal (fogging) and either wouldn't open or wouldn't close tight once open. Good luck!

how old are your windows? If they are old, you may need to put in a thin piece of wood from the bottom of the window down to the window pane to hold them up.
