You can also use rubbing alcohol on the glass, just let it dry before painting, this will remove any dirt or adhesives.

You can tape it off or spray it solid. Some people advise to etch the glass with super fine steel wool for better adherence. At the least I would clean with denatured alcohol. You might even soak them just to make sure they are completely clean.

Glass is tough so superfine steel wool is not likely to do anything. Just make sure glass is clean and NO fingerprints, handle with cloth gloves of the oils from your skin will mark the glass. Just spray what you want. There is a spray paint that looks frosted but I have only seen stained glass paint in containers you paint on.

If you're going to use them for food, I would only the coat the outside of the bowl.
Depends if the bowls are regularly used/washed? If so then the paint will not last
You need the black leading you draw a picture with then you paint inside the leading.
