How can I organize clothes if I don't have a closet?

Well what do you have to work with? Back in my younger days many many moons ago, I had my clothes in a second hand dresser picked up at a thrift shop and purchased a coin laundry rolling basket for items that needed to be on a hanger. That worked for a few months till I could build a wardrobe for most of my stuff.
You could buy a wardrobe rack, there are many on the market, some with covers. I had one that was height-adjustable, so it could be adjusted for longer or shorter clothes, or to fit in short-height attic closet.
What sort of available floor space or wall space do you have to work with?
Is installing shelves /storage units on the walls permitted where you live?
I would do a dresser with deep drawers.
