Caregiver here.... doesn't sound safe to me, liable to cause a fall.

Swivel base is a good idea buy on a power recliner that could be a bad combo. You want something that is secure and stable for getting up and down without the chair moving.
Swivel platform on a power recliner can be dangerous. The power recliner needs to be stable for getting in and out. I wouldn't take a chance modifying one.
Agree with the above posters. Safety should be a first consideration.
You might check with the manufacturer of the chair for a different base but also if that's recommended or not. It does sound a bit hazardous.
