You can build from marine grade plywood and then finish with marine varnish, painting if you want to. Maybe this will help in the building steps:

You could also buy something and finish with marine varnish to seal it or purchase/build a deck box. That would give you a place to sit and keep your supplies.
Here are some plans for an outdoor storage bench: https://build-basic.com/build-a-diy-outdoor-storage-box/ Awesome because it doubles as seating! Depending on what you keep in it though you may want to find something air tight so water and critters can't get into your supplies. A big old cooler would work great for that!
Here's a You Tube on a cabinet:

Another idea would be to go to a Restore and see what they have for a reasonable price, sometimes flea markets or Craigslist could be a resource.
You might be able to find a child's toy chest to use as storage. It could be painted and decorated and probably be done less expensively that building your own from scratch.
here is info but you can also purchase rubbermaid and other company made heavy plastic containers for storage as well

Hi Carole: You can use a large plasatic tote and use wire shelving from the Dollar Tree for your supplies. There are a lot of different types of shelving there. Here is the site for that: https://www.dollartree.com/cleaning-storage/storage-organization
or https://www.dollartree.com/search/go?w=shelving
Good luck
Look for a "roadside" treasure and adapt it. Also check local garage sales and find an old kitchen cabinet someone wants to get rid of for cheap. Here we have only local online "for sale and for free" section on facebook called Nextdoor. You can advertise free things. See if it is in your area. It is supposed to be nationwide.
Here is one that looks like it'd have a lot of storage and could be used as a bench: https://www.youtube.com/watch?v=vPUksg4O9v8
