Hello. You can find retail options at stores like bed Bath and beyond to consider. They are often made of plastic or wire sometimes they have drawers which are very convenient.

If under the sink, I bought one of those plastic shelf units that has a built in way to work around the pipes. It is wonderful for those areas. Ended up cheaper than DIY.
you can buy free standing shelves in plastic, wire etc at Walmart, Amazon etc to put under your vanity for more storage
You could try one of those tension shelves, so you can adjust the height.
I bought the wire shelves and put them under my sink. I hate them. I am probably going to make some wooden shelves to hold all my products.
You can also buy those shelf supports that hold shelves that you can adjust their position.
Can you add a picture of the vanity? I feel like I don't know how to share advice without being able to see what you are working with.
if its wood a new shelf of 1/4 wood and 2 strips of 1"x 2"x 3/4 or 1/2" for the sides to sit the shelf on. Epoxy glue and or screw in the 2 pieces on either side to support the shelf. - measure carefully, install one side, put the shelf in and use a level to mark the other side.
