White distilled vinegar is a good defense against mold. Pour a cup or so in each of the tanks everyday for several days and scrub well. You may need to continue this on a regular basis.

Pour a few cups of vinegar in the tank and let it sit for 15 minutes. Scrub the sides with an old brush - wear a mask - and flush. Repeat.
Use the vinegar and let is sit for a few hours. Since your tank is insulated use a sponge scrubber or soft bristle brush you can get a the dollar store. Make sure none of the loose styrofoam gets flushed. They can clog the toilet rim jets.
Use THE WORKS in the tank. Dollar store carries it. Pour half a bottle in the tank and let set for a few hours. It takes out all rust stains etc. I let mine sit overnight and tank is wonderfully clean. I have no idea why you think there is insulation inside the tank.
Plain white vinegar kills the spores from the mold, put in at least 2 cups and let it hang out there for a few hours to overnight. The next day clean it gently with a soft brush so you don't disturb the insulation and clog up the jets to the bowl. It is a good idea to wear a mask so your don't inhale the spores.
The insulation is there to prevent condensation and dripping onto the floor from the tank, which could be a slip hazard.
One more vote for using vinegar. I have found that cleaning vinegar seems to work a little bit better since the acid content is slightly higher.
White cleaning vinegar is the best thing to kill mold spores. Soak any areas that you can. I would use a toothbrush to scrub.
Drain the tank and clean with bleach and an scrub brush. Rinse well, then flush and refill
