Easy-peasy.
Going forward, clean with silver polish once a month if exposed to air or as needed if in a glass cabinet.
Hi Cindy, that is a lovely tea set. I have a lot of silver (most plated) I use Gorham or Wrights silver polish. There are recommendations to use the foil, baking soda, water . . . cook on the stove for cleaning and while it does work partially, it is messy and uneven cleaning. And you still need to use polish, so I just stick to that. Keep silver covered or in a cabinet for less frequent cleaning. . . or use constantly!
Plain white toothpaste with nothing added. They are usually called original formula. A soft rag and a toothbrush to get into the intricate areas are all that you need. Rinse with warm water, buff if dry with a soft cloth or towel. Just like any other things, some areas may need redoing. Do not use the aluminum foil/baking soda cleaning hack, over time it takes some of the silver off with it. Your set will be beautiful once it is cleaned up. I have one very similar to yours!
Tarnished silver is no match for this aluminum foil "recipe." Bring one liter of water, one tablespoon of baking soda, and one piece of aluminum foil to a boil. Drop silverware in the pot for 10 seconds (longer if it's very tarnished), then remove using kitchen tongs.

Silver Polish...
I use Tarnax but will not work on pitted or otherwise damage. Tarnish from just time and use is easily removed with tarnax. The photo looks like regular tarnish and should work nicely. you can find it at k-mart, Walmart and some grocery stores. Good luck.

I have a friend who retired from owning a very high-end jewelry store. His store offered professional silver cleaning and they used a cleaner called Maas Metal Cleaner, which can be purchased from Amazon. That's all I'll ever use to clean our silver...and we have tons. It is the easiest cleaner I''ve ever used and restores even the blackest pieces to brand new No smell and no mess.
Your pieces are most likely too large to use the foil technique and I would not recommend using toothpaste on any silver. Even though it seems harmless, it's still too abrasive for silver.
The best cleaner and I know from experience is called "Mr Metal cleaner. I promise it will leave it better then new. And after you finish admiring it perhaps you have some gold or silver jewelry laying around . well get to cleaning. Few years back I bought a bracelet at a thrift store. The price was $3.98.
It was black all I saw was 925 Italy. I fell in love with it and had to have it. After Mr Metal did it's job it is sparkling silver. My niece said it's worth about $90 or more.

Fill a plastic bowl with lemon-lime soda and place slightly tarnished silver in it for one hour. Rinse and dry with a paper towel.
