Spray a solution of vinegar and Dawn dish detergent 50/50 on them.
Easy Off No Fume Oven cleaner in the BLUE can. Spray it on and let it liquefy. May need some scrubbing. Wear rubber gloves. Rinse well. Works on enamel, porcelain, and fiberglass.

GENTLY SCRUB OVER AREAS WITH A PUMICE STONE AND USE A PRODUCT CALLED "MEAN GREEN WHILE SCRUBBING. GOOD LUCK!
I had this problem for years due to the builders using the tub for a garbage container. I finally got it out with the Mr. Clean Magic Eraser.
