Emulsion over it , as it is nye impossible to wash down. -

To clean dirt and debris off - use the long extension attachment of a vacuum cleaner. The popcorn is fragile and will break off easily so be sure to use the brush on the attachment and wear eye protection. -

I have seen it cleaned with a leaf blower. But if you do anything to disturb it, first get a sample to a lab to see if there is any asbestos in it. -

You can lightly brush it with a broom, but particles will fall. You can also paint it or remove the popcorn. Easy but messy. Be aware that old popcorn ceilings may have asbestos fibers in it so use a mask.
