Easy Off No Fume Oven Cleaner in the BLUE can. Spray it on and let it liquefy. May need some scrubbing. Wear rubber gloves. Rinse well. -

I would remove them and put new ones in. I am concerned that if they are that dirty that they may have lost their effectiveness. I would hate to see you fall! -

I would also remove them and replace them. Goof off and Goo Gone are great for removing residue. -
