Hi, Doesn't have to be expensive - Fold a piece of paper back and forth to make a fan. Tie string to centre and use it to pull along. The cat will be curious and join in.

My senior cat likes "found" items....flat, plastic furniture sliders (favorite), stress balls, pieces of weather stripping... and pool noodles. Another cat I had loved tightly packed blobs of tape.
