At my house everything is a toy. I looked at the Friskies homemade site. Love the toilet paper tube toy. I have made many similar items for my kitties.
They like almost anything tied on a string.
I have small diaper box -shoe box would work too- sealed shut with tape. I cut holes in the sides that are large enough for paws to bat around toys inside. The toys are large buttons, small plastic animals from the junk at the bottom of the toy box, rubber balls etc...
I cut up a plastic vinegar bottle into one long strip. It looks like a big, sloppy slinky. This makes a lot of great noise on a hard floor.
Put the cap on an empty plastic bottle with tape or glue, leaving it crunched in just a little so it will crackle when pounced on. The cheapest water bottle works the best.
Our house sometimes looks like we never take out the trash but the kitties are happy.

My cats are not big on toys UNLESS I store them in a zip bag of catnip. I dont leave the toys out all the time. I pick them up when they tire of playing and put them in the catnip bag until next time. When I take them back out it's like they have brand new toys. I know...this is not a DIY toy, but this will make whatever you make more attractive to your cats. By the way. You'll get catnip on the floor, but it vacuums up very easily. No stains....happy kitties.
The twist-ties from bread bags are great. Just twist them around your finger and toss. Anything that crackles. Like put stiff but loud plastic sheets in little cloth bags. Kitties will slap them around or you can hang some from a string to play dangle.
Cats are funny about toys. Each one has their own preferences. So you may have to try several types .... And different ones for each kitty. My cats are totally disinterested in cat-nip!
Pipe Cleaners - wrap them around a pencil to curl them and toss them to the kitty. Aluminum foil made into a ball. This will sound funny, but a unpitted olive is fun to watch them with. They love the oil and the fact that it rolls. Just remember to go looking for it after a day or so. They will play with it until there is no oil left. plastic rings from bottles - the plastic that is left by a cap. Small starofoam balls that you buy at the dollar store. Any tie that you take off of an item that was bought and was being held in place. Plastic bottle caps. Pretty well anything that is light.
My cats love anything string and when I find feathers in my yard I will tie them to it. One of my cats LOVES sea shells, she is always getting them out of my tray and hitting it around the floor. One of my kitties loves pens so for Christmas I bought her a pack of 12 cheap pens, now she can lose her own and not mine. LOL
Google DIY cat toys there are many out there. personally my cat loves an old box I thought I would put her toys in, out went the toys and in she went, it became a game to her. Also there is a fairly inexpensive laser light shaped like a mouse and as long as I move it around the more she plays
