Paper Source has beautiful paper, but I am not sure it’s inexpensive.
You could look in magazines use news paper sheet music or pretty hallmark wrapping paper.
I would look at posters, wrapping paper, wallpaper and scrapbook paper in person and online. I've found all kinds of pretty papers at craft stores, Amazon, the dollar store, Walmart etc.
Hobby Lobby and Michael's both have a great selection of paper for decoupage.

This is a little out there, but we used paper napkins from the Christmas Tree Shoppe and the Dollar Store. We added a layer of varnish on top after the decoupage dried.
