”Glass Bond” is a wonderful glue.
If it is going to outside you can use either E6000 or Marine Silicone. My husband had to patch the utility trailer he used a piece of heavy black plastic and Marine Silicone.
Some also like calks of one kind or another. Here's a link that will give you ideas.

You can also use Gorilla Glue - it is good for glueing cement, wood, and many other things. I glued a piece of broken cement steps outside and it has held for the last 5 years very well. I even made a door frame from a split 2 X 12 and glued it together, clamped it for 24 hrs, and then cut it to make a door frame. I bought the 2 X 12 X 16 feet that had as split 3 feet long for $3.00. Cheap frame that worked out well.
GE Silicone ll is also great. It can handle the change in temperatures outside well
