No you cannot put a floating floor over carpet. The carpet must be removed.
You will need to remove the carpet as well as tack strips or glue And quarter round if any. You will have a nice clean long lasting outcome for doing the prep work. If you are hiring a pro they will gladly do it for a price.

Short answer, yes technically you can if you are using a click floor, and the carpet has a very short pile, is flat, level and tight, not bouncy. It is not ideal, but many renters have done it. It is like putting it over the thick foam laminate underpads. Having said that though, it could possibly void your warranty. I wouldn't hesitate if I were renting and got the flooring for a liquidation price.

A floor installer put a subfloor down over a very short pile, clean carpet in my mom's sunroom, because it was glued down so tightly. He then put vinyl flooring on that. It held up with no issues, other than being well insulated. So the subfloor is another option if you can afford the extra height.
